Almost a month after the detection of the armed Ukrainian sea drone in a cave on Lefkada , Ukraine has officially acknowledged responsibility and apologized to Greece. The statement by a representative of the Ukrainian Foreign Ministry is essentially the official diplomatic response to the two stern protest démarches that Athens submitted to Kiev, and seals an episodic page in the relations of two countries that, despite their strategic friendship, faced an unprecedented national security issue .

The incident that triggered the crisis dates back to May 7, 2026 , when an armed unmanned sea vehicle (USV) was spotted in a cave in Lefkada , within Greek territorial waters. The presence of a military drone equipped with weapons in a maritime area under Greek sovereignty was not a simple formal violation, but an event that concentrated in the most worrying way the risk involved in the transfer of military operations to the Mediterranean. The Greek authorities did not immediately make public statements, but in the background the diplomatic machine was set in motion.

The official protest demarches were submitted on May 28 and 29 , both in writing and orally, by the Greek ambassador in Kiev, who delivered the relevant documents directly to the Ukrainian Foreign Ministry. The content of the demarches was clear and without distortion.

Athens stressed that the presence of an armed military drone in Greek territorial waters seriously endangered maritime traffic , could have caused the loss of innocent civilians and incalculable environmental damage , while the country’s national security and national economy are at stake. And the sharpest phrase of the demarche was this: “Ukraine’s right to self-defense cannot justify such actions.” A proposal that recognizes the legal right but sets clear limits on its geographical and operational scope.

At the same time, Foreign Minister George Gerapetritis chose to open all the institutional channels at his disposal. He informed the High Representative of the European Union and the Secretary General of NATO , while the issue was also raised by him with his Ukrainian counterpart on the sidelines of the Gymnich in Limassol, in the context of the informal meeting of the Foreign Ministers of the European Union. This choice was not accidental, as Greece did not treat the issue as purely bilateral, but placed it in a European and NATO context, sending the message that the security of the Mediterranean concerns all allies, not just the country that accidentally became the recipient of a stray weapon.

The Ukrainian response, which came today through a public statement by a Foreign Ministry spokesman, moved on multiple levels simultaneously. First, it explicitly acknowledged that the incident is connected to operations being conducted in the context of the war with Russia. Second, it proceeded to issue a formal apology to Greece, a step that is not self-evident for a state in an active military conflict, because it implies an explicit admission that something went wrong. Third, it expressed gratitude to Greece and the Greek people for the long-standing support they have provided since the beginning of the Russian invasion.

The case highlights an issue that the European political scene has not yet fully addressed: How military technology — and especially the autonomous maritime vehicles that provide a significant advantage in the Ukrainian struggle — is dispersed geographically in conditions of active war, and what legal and operational frameworks are needed to protect the security of third states geographically adjacent to the war zone.
